This paper is based on the text of the Author's Special Guest Lecture which he delivered to the Ninth Southeasian Geotechnical Conference in Bangkok, Thailand, December 1987. It was an occasion and an appropriate time to take a look at the development of geotechnical engineering in the Southeast Asian countries, in the previous 20 years.
